Central Michigan University Hate Crime Noose Links

Yesterday I posted a small addendum to a web page I've been maintaining since last year about a "noose" incident at Central Michigan University. In response to that incident, Michigan legislators are proposing an expaned hate crime law. Also, last week prosecutors released reports of their investigations of the noose incident. It's taking me time to process all the new information I became aware of yesterday, so I'm just posting some links I found using Google News along with a few excerpts. A check of the student's personal computer by the state police computer crimes unit showed that he had not visited any racially associated websites.

An "exhaustive forensic examination" of the computer by FBI officials involving the review of more than 100,000 web images and personal documents both before the incident and in the following days showed no evidence supporting a racial motivation behind the hanging of the nooses, Burdick said.

"Young people, particularly college students, use their personal computers as an extension of themselves," Burdick said. "From the Web sites they visit to the e-mails they send, to the documents they create, their computers are truly a window into their state of mind.

"Because intent lies at the heart of the charge that was under consideration, both we and the FBI felt it important to fully and carefully examine the individual's personal computer, to see if there was anything to suggest his actions were racially motivated."

Condino said the bill was requested by law enforcement officers and civil rights advocates statewide who wanted more clearly defined boundaries for what types of offenses are considered hate crimes.

“This grew out of the event at Central Michigan University where four nooses were left, but (law enforcement) didn’t know how to charge it,” Condino said.

During the CMU incident in November, nooses were hung in a classroom and found by a CMU student. Another student later admitted to hanging the nooses, claiming the act was intended as a joke.
